Education

Dr. Vijay Tallapragada holds a Ph.D. in Tropical Meteorology, M.Tech. Degree in Atmospheric Science and M.S. Degree in Meteorology from Andhra University in India and has more than 150 refereed publications in various journals of international reputation.

Academic Experience

Dr. Vijay Tallapragada is working as the Senior Scientist (ST) for Environmental Modeling Center (EMC) of National Centers for Environmental Prediction (NCEP) in College Park, MD, since August 2022, responsible for providing strategic direction for implementation of community-based modeling systems within the Unified Forecast System (UFS) framework for operational applications at NCEP.  Prior to that, he was the Chief of Modeling and Data Assimilation Branch and Global Climate and Weather Modeling Branch at NCEP/EMC during 2015-2022 where he led the development, implementation, and advancement of NCEP operational Modeling Systems spanning weather, sub-seasonal and seasonal timescales for providing accurate and reliable forecast guidance.  In his previous role as the Hurricane Team Leader at NCEP from 2006 to 2015, he developed and implemented the state-of-the-art Hurricane Weather Research and Forecast (HWRF) modeling system and Hurricanes in a Multi-Scale Ocean Coupled Non-Hydrostatic (HMON) Model for operational high resolution tropical cyclone predictions across the globe.

Dr. Tallapragada is also co-leading the UFS Research to Operations (UFS-R2O) Project with participation from larger NWP enterprise in advancing the development of a comprehensive UFS coupled Earth System Model for various forecast applications.  He is also serving as the Development Manager for NOAAs Hurricane Forecast Improvement Project (HFIP), and Lead on Dynamics and Nesting working group for UFS, supporting development of the next generation Hurricane Analysis and Forecast System (HAFS).  He serves on various national and international advisory committees for operational Numerical Weather Prediction, research programs, and observational field campaigns including Atmospheric River Reconnaissance Program.

Prior to joining NCEP/EMC in 2006, Dr. Tallapragada was a Research Associate at the Department of Meteorology in Florida State University, Tallahassee, FL for seven years, where he was mentored by world renowned tropical meteorologist Prof. T.N. Krishnamurti.  He has supervised five Ph.D. students and three Masters’ students.

Apart from recognitions at various levels, Dr. Tallapragada is the recipient of the NOAA National Weather Service Isaac Cline Award for Scientific Leadership in 2013, US Dept. of Commerce Gold Medal for HWRF in 2014, NOAA Administrator’s Award for Next Generation Global Prediction System (NGGPS) in 2017,  US Dept. of Commerce Gold Medal for Global Forecast System (GFS) in 2020, Robert & Joanne Simpson Award for Tropical Meteorology in 2022, American Meteorological Society (AMS) Banner Miller Award and Weather and Forecasting Distinguished Scientific Achievement Award in 2019, and is elected as Fellow of the AMS in 2022.

Education

Dr. Lin received his Ph.D. in political science from National Taiwan University and his B.A and M.A. in diplomacy from National Chengchi University.

Academic Experience

Dr. Ting-Hui Lin is the former Vice President of Prospect Foundation and Vice President of Taiwan Brain Trust (TBT) and adjunct assistant professor at Central Police University and Taiwan Police College. From 2003-2008, Dr. Lin is the assistant researcher in Taiwan’s National Security Council. When he served in the government, he focused on Pacific Islands Countries, East China Sea and South China Sea’s issues and established some research programs and proposed the 1st and 2nd Taiwan-Pacific Allies Summit in 2006 and 2007, drafted Spratly Initiative in 2008.

From 2011-2012, he is the Postdoctoral Fellow in CAPAS, Academia Sinica. Dr. Lin teaches UNCLOS and Cases of the ITLOS (International Tribunal for the Law of the Sea) in Central Police University and Taiwan Police College.

His paper about South China Sea issue “Taiwan’s Policy Evolution after the South China Sea Arbitration,” published on the Maritime Awareness Project, NBR. The other papers are about law of the sea “The Analysis of Mid-Ocean Archipelagos in the South China Sea Arbitration” and “Sea Level Rise and Island States’ Maritime Rights” in Taiwan International Quarterly(臺灣國際法季刊), to examine the territorial baseline in Paracel Islands and what are the likely scenarios for the Pacific Islands Countries could continue to claim their maritime rights under current international law system when facing sea level rise situation. The paper “South China Sea Disputes: Taiwan’s Opportunities and Challenges,” in the book title “Asia Pacific Countries and the US Rebalancing Strategy,” in 2016 discussed Taiwan’s policy on SCS issue. His latest paper is to discuss Fiji new foreign policy and American Pacific Islands policy after Solomon Islands Embassy reopened. He also had the opportunities to be invited to U.S., Japan, Vietnam and China, joined the seminar to discuss South China Sea issues.

Mr. Poling received an MA in international affairs from American University and a BA in history and philosophy from St. Mary’s College of Maryland.

Academic Experience

Gregory B. Poling directs the Southeast Asia Program and Asia Maritime Transparency Initiative at the Center for Strategic and International Studies, where he is also a senior fellow. He is a leading expert on the South China Sea disputes and conducts research on U.S. alliances and partnerships, democratization and governance in Southeast Asia, and maritime security across the Indo-Pacific.

He is the author of the recently published On Dangerous Ground: America’s Century in the South China Sea, along with various works on U.S. relations with Indonesia, Malaysia, the Philippines, Thailand, Vietnam, and Southeast Asia at large.

His writings have been featured in Foreign Affairs, Foreign Policy, the Wall Street Journal, and the Naval War College Review, among others.
